Wisconsin Woman, Katie Koch Pleads Guilty to Keeping Two Boys in Filthy, Confined Conditions


A Wisconsin mother, Katie Koch, 34, faced severe legal consequences after being arrested in late July following a distressing case of child neglect and false imprisonment. 

The situation, described as reminiscent of a horror movie by witnesses and authorities, saw Koch accepting a plea deal on Thursday afternoon in Milwaukee County court. This deal, while dismissing certain charges, held her accountable for grave offenses.

The plea deal concluded with Koch pleading guilty to two counts of chronic neglect of a child causing emotional damage and one count of false imprisonment, amalgamating the suffering of two victims. This guilty plea, amid a calm and straightforward courtroom atmosphere, outlined the understanding of charges and their repercussions.

The state proposed a 20-year combined sentence, split into 10 years of prison without the possibility of early release for good behavior, followed by 10 years under extended supervision. However, the final sentence lies at the discretion of the judge, who could sentence Koch to a maximum of 36 years, considering the severity of the charges.

The charges detailed that Koch, beyond financial constraints, negligently endangered the physical, mental, and emotional well-being of two children, identified as CJJ and DMJ, during a year-long period, causing significant emotional harm.

Investigations revealed a distressing environment within the house, described as a hoarding situation with pervasive odors of urine and feces. 

Reports from neighbors and police officers described distressing scenes of the children in a state of neglect and distress, covered in blood, feces, bruises, and exhibiting bewildered behavior upon leaving their confinement.

During police questioning, Koch displayed inconsistencies, stating inadequate home-schooling efforts and expressing remorse for her failings as a parent. Reports unveiled harrowing conditions within the house, including boarded windows, latched doors, and walls covered in human feces.

Koch’s sentencing is scheduled for February 8 at 9 a.m., while her boyfriend, Joel Manke, also faces charges of neglect and false imprisonment related to the treatment of the children, maintaining his plea of not guilty.
