A Minnesota state trooper has been charged with murder in the fatal shooting of Ricky Cobb II, a 33-year-old Black man, during a routine traffic stop on July 31, 2023. The case has sparked outrage and calls for justice, raising critical questions about police use of force and racial disparities in the justice system.
Trooper Ryan Londregan, 27, faces charges of second-degree unintentional murder, first-degree assault, and second-degree manslaughter. The charges follow a lengthy investigation by the Minnesota Department of Public Safety's Bureau of Criminal Apprehension.
The incident began with a seemingly ordinary traffic stop for a taillight violation. However, the situation escalated when authorities discovered Cobb had a felony-level warrant. He allegedly resisted arrest and drove away, prompting Londregan to open fire.
