A 33-year-old woman from Indiana, Cheyenne Hill, has been accused of neglecting and likely abusing her 18-month-old daughter in a deeply disturbing manner, according to authorities.
The charges against her include neglect of a dependent resulting in death, as stated by the Lawrence County Sheriff’s Department. Hill was arrested and formally charged on Tuesday, following a detailed probable cause affidavit filed last month.
The investigation began on November 23, 2022, when the 18-month-old child was airlifted from IU Health Hospital Bedford to a children’s hospital due to severe injuries, including a brain bleed, a broken collar bone, and extensive bruises on her head and face.
Disturbing pictures of the child revealed a swollen and disfigured head, along with bruising on her forehead and both sides of her face, with red-brownish marks visible beneath both eyes.
The authorities were alerted not only by the hospitalization but also by anonymous tips made to the Department of Child Services prior to the child's hospital visit. These tips raised concerns about potential drug use and child abuse by Hill.
Hill later informed the detective that she noticed the swelling on her daughter's forehead around 3:40 a.m. that day. She claimed she was surprised that her daughter was still asleep at 8 a.m., tried unsuccessfully to wake her, and left for work at 9:30 a.m. About 90 minutes later, the child was hospitalized.
A babysitter reported seeing a large bump on the child's forehead on November 15, 2022. Hill allegedly told the babysitter not to call an ambulance or seek medical help and that she would make all decisions regarding her child's well-being.
The probable cause affidavit contains several instances in which Hill expressed disdain for her daughter, along with witness accounts of cruel behavior and signs of child abuse.
Hill's boyfriend, Cameron Fleming, received messages from her expressing frustration with her daughter's behavior. Witnesses also reported instances of Hill throwing food on the floor for her daughter to eat, referring to it as "free roaming" or "free roams."
On December 7, 2022, when asked why she went to work when her daughter wouldn't wake up, Hill reportedly replied that she had to provide for her daughter and referred to her daughter as "an asshole."
