Father, Romuan J. Moye Wanted After Discovery of 12-year-old's Extremely Thin, Maggot-Infested 54-pound Body in His Living Room With Two Fractured Arms
Authorities in Wisconsin are on the hunt for a 45-year-old father after discovering the decomposing body of his severely underweight 12-year-old son inside their apartment. The boy was found with various suspicious injuries, including recently broken arms and ribs.
An arrest warrant was issued for Romuan J. Moye on Saturday in relation to the tragic death of young Jacarie Robinson, as authorities reported. Moye is being charged with chronic neglect of a child resulting in death, chronic neglect of a child resulting in bodily harm, chronic neglect of a child, and failure to report the death of a child.
Per a probable cause affidavit, officers from the City of Milwaukee Police Department responded to a distress call at an apartment complex on N. Elmhurst Road around 6:15 p.m. on October 10. The caller alerted the authorities about the discovery of a decomposed 12-year-old inside the apartment.
Upon arrival, responders found Moye's 22-year-old son, known as "JM" in court documents, who informed them that his younger brother, "JR," lived with their father while their two other siblings had been staying with their mother in recent weeks.
JM reported that he had noticed his father behaving strangely a few days prior, taking deep breaths repeatedly, but he did not suspect anything until he found his brother's decaying body in the living room. JM stated that his brother appeared extremely skinny during his last visit, raising concerns about his well-being.
During the investigation, it was revealed that Moye had kept the victim isolated from the family, alleging that the boy had been misbehaving and stealing food. The victim's sister also disclosed that their father would physically punish the victim for such behavior.
Homicide detectives, upon entering Moye's residence, were greeted with an overwhelming stench of mold, feces, and decay. The kitchen was in disarray, with garbage and molded food scattered around. The bathroom was in a similar state, filled with garbage and human waste. The victim's body, in an emaciated state, was covered with maggots, suggesting extreme neglect.
An autopsy confirmed the victim's malnourishment, along with multiple fractures in his arms and ribs. At the time of the autopsy, the 12-year-old boy weighed only 54 pounds. Further investigations are ongoing to determine the exact cause of death, with the possibility of additional charges being brought against Moye.
