Nhung Troung: Brutal Houston Attack Leaves Victim Paralyzed, Attacker, Joseph Harrell Faces 30-Year Term

In Houston, a young man was given a 30-year jail term on Thursday for his involvement in three violent incidents, one of which took place in the city's Chinatown and left a woman permanently paralyzed. This update was officially declared by Harris County District Attorney Kim Ogg on Friday.

Joseph Harrell, aged 18, confessed to committing aggravated robbery resulting in severe physical harm during an assault on Nhung Troung on a bright afternoon of February 13. This brutal attack confined the 41-year-old victim to a wheelchair, causing paralysis from the waist down. 

After eight months, Troung shared her thoughts with Fox 26, expressing contentment with the court's decision.

Hai Bui from We The People Organize, who translated Troung's words, conveyed her joy, stating, "She's very happy. She believes justice has been served and hopes that it will lead to Harrell's personal growth and transformation."

Surveillance footage captured Harrell lifting the victim before forcefully slamming her onto the ground. Additionally, the incident shed light on the crime practice known as "jugging," wherein thieves monitor individuals at banks or shopping centers and then trail them to another location to steal their money or possessions.

Kim Ogg emphasized the importance of fostering a secure environment, stating, "People should feel secure in our neighborhood without the constant worry of being watched while running errands or visiting the bank. 

Our organized crime division was prepared to proceed to trial, prompting the defendant to opt for a guilty plea."

As the Houston woman gradually adapts to her life in a paralyzed state, the family continues to grapple with the repercussions. The stolen sum, exceeding $4,000, was meant for purchasing tickets for a family trip to Vietnam. 

With the aid of the community, they managed to embark on the journey, with Troung's mother now providing assistance around the house. However, financial struggles persist as insurance doesn't cover the expenses for necessary therapy and medications.

As per the terms of the agreement, Harrell must serve a minimum of half his sentence before becoming eligible for parole, and he has relinquished his right to appeal the conviction or sentence. In return for his guilty plea, two other charges linked to separate assaults were dropped.

Sean Kozar-King, an Assistant District Attorney with the DA's Organized Crime Division, was responsible for prosecuting the case. He acknowledged the thorough investigation conducted by the Houston Police Department's Robbery Division in resolving this matter.

Another individual involved in this case, 19-year-old Zy'Nika Anesha Woods, has already admitted guilt. The DA's office has indicated that Woods will be sentenced in the upcoming weeks.
