Couple Charged with Sexually Assaulting a 1-Year-Old and Filming The Disturbing Act



In Elmira, New York, two people have been arrested for predatory sexual assault against a child and recording the horrific crime.  

On July 2, 2025, New York State Police in Horseheads announced the arrests of Grace E. Balthazor, 33, of Elmira, and Devin G. Lavalley, 37, from Burlington Flats. 

The pair faces charges including Predatory Sexual Assault Against a Child (a Class A-II felony) and Use of a Child in a Sexual Performance (a Class C felony).  

The charges stem from an investigation into the sexual assault of a 1-year-old girl, along with evidence that the crime was recorded on video. 

Authorities have not released further details about how the abuse was discovered.

After their arrest, Balthazor and Lavalley were arraigned in Elmira City Court and remanded to Chemung County Jail without bail.

They will remain behind bars as they await further court proceedings.  

Both defendants are facing serious charges that could result in lengthy prison sentences if convicted.
