Repeat Offender: Philadelphia Man Arrested for Rape a 13-year-old While Out on Bail For A Previous Assault Case
A Philadelphia man is back in custody after allegedly raping a teenage girl while he was out on bail for a previous assault.
Herbert Morrison surrendered himself to authorities last Friday in connection with the sexual assault of a 13-year-old girl, whom investigators say he met on Instagram.
According to court documents, the assault took place a month after Morrison met the girl while he was out on bail for severely beating Zach Lean, a 40-year-old man, leaving him in a month-long coma.
Zach's wife, Christine, described the incident, stating that Zach was punched in the head, causing him to fall and hit his head on the curb, resulting in a seizure.
Morrison had posted 10% of his $75,000 bail with the assistance of the Philadelphia Community Bail Fund, which released him back into the public in August 2021.
The Philadelphia Community Bail Fund issued a statement regarding their mission and support for those they bail out, emphasizing the need for trauma support for victims and rehabilitation opportunities for those who cause harm.
Christine was contacted by the mother of the 13-year-old victim, who reached out online to share Morrison's latest crimes.
Motivated to seek justice for both families, Christine expressed her heartbreak over the incident and her determination to hold Morrison accountable for the harm he has caused.
Morrison is currently back in custody on rape charges, with bail set at $300,000. He is scheduled to appear in court soon.
The victim's mother expressed the profound impact of the assault on her daughter, stating that it has forever changed her life.
