A Baltimore felon with a disturbing record of sexual violence, who is accused of murdering a tech entrepreneur and carrying out a brutal attack on another couple during home invasions, has been caught after a two-day manhunt.
Jason Dean Billingsley, a 32-year-old with a history of crime, including rape, is alleged to have bludgeoned Pava Marie LaPere to death in her apartment on West Franklin Street. Pava was recognized earlier this year in Forbes' "30 Under 30" list for her contributions in the social impact category.
In another horrific incident less than two weeks ago, Billingsley is suspected of a violent home invasion where he severely injured a local couple.
According to the police, he broke into a residence on Edmondson Avenue, raped the woman, and nearly killed both victims. He then set the house on fire, with a 5-year-old child inside. Fortunately, the child was rescued without physical harm, but the adults were hospitalized in critical condition.
Authorities are now reviewing unsolved cases dating back to October 2022, following Billingsley's release from prison, to determine if he may be connected to any additional crimes.
Billingsley's criminal history extends to 2009 when he was convicted of felony assault while already on probation.
Baltimore Mayor Brandon Scott expressed frustration at his release during a news briefing, stating that there was no justification for allowing him back on the streets after serving only about seven years of his 30-year rape sentence.
