Miami Police Department Ex-Employees Charged with COVID-19 Relief Fraud


Two civilian employees at the Miami Police Department, Sheana Haslem, and Keandra Carter, have pleaded guilty to charges of COVID-19 relief fraud.

Haslem, a staffing specialist, admitted guilt to wire fraud. 

According to reports, she claimed ownership of a fictitious hair and nail salon with a significant workforce and revenue in July 2020. This enabled her to secure a fraudulent Economic Injury Disaster Loan of $10,000.

Later, in February 2021, she attempted another scheme.  

She obtained a fraudulent Paycheck Protection Program (PPP) loan exceeding $21,000 by falsely stating she ran a legitimate business.

Meanwhile, Carter, a former Public Service Aide at the MPD, pleaded guilty to similar charges on February 13th. 

Prosecutors allege she fabricated a hair braiding business earning over $1 million in 2019. 

This enabled her to acquire a fraudulent PPP loan of nearly $21,000.

Both Haslem and Carter face potential sentences of up to 20 years in prison when they appear in court for sentencing in May.
